Kristi Noem Talks Over Richard Blumenthal, DESTOYS Him for Refusing to Talk About American Killed by Illegal in His State – “Do you know who Angel Samaniego is?”

Kristi Noem testifies before a congressional committee, discussing key issues while seated at a table with attentive audience members behind her.

Kristi Noem testifies before the Senate Judiciary Committee

Homeland Security Secretary Kristi Noem obliterated Senator Richard Blumenthal with a simple question as he tried to own her on Tuesday during a Senate Judiciary Committee Hearing.

“Sir, do you know who Angel Samaniego is? Do you know, recognize that name?” Noem asked, demolishing him as he attempted to spotlight Americans who have been arrested or detained by ICE.

Blumenthal was attempting to grill Noem over Marimar Martinez, who, according to DHS, was hit by “defensive fire” in October after she “rammed federal agents” with her vehicle while armed with a firearm. This was the same incident where Chicago police were given a stand-down directive and ordered to ignore distress calls from federal agents who were pinned down and ambushed by armed rioters in the city’s Brighton Park neighborhood.

Now, the Democrats are attempting to defend the lawless criminals who assaulted ICE, while ignoring Americans who were killed by illegal aliens.

As The Gateway Pundit reported earlier, Blumenthal invited Martinez and two others to stand up during the hearing and got lit up again by Senator Eric Schmidt, who called for the deceased victims of illegal alien violence to stand.

“Since we’re having folks stand up, I would have Laken Riley stand up. I would have Kayla Hamilton stand up. I would have Jocelyn Nungaray stand up. I would have Rachel Moran stand up. I would have the beautiful sons and daughters, who were murdered by illegal immigrants, stand up, but they can’t, because they’re dead,” Schmidt said before tearing into the Democrats for nearly eight minutes straight.

BOOM! “They Can’t, Because They’re DEAD!” – Sen. Eric Schmidt Calls for Dead Victims of Illegals to Stand and TEARS Into Dems After Democrat Richard Blumenthal Invites ICE Detainees to Stand (VIDEO)

Blumenthal asked repeatedly if Noem condemns the officers involved in the shooting of Martinez, but she eventually fired back, “Sir, do you know who Angel Samaniego is?”

Blumenthal began to respond, and Noem said “This is an individual about that was murdered in your state by an illegal alien, duct taped, it looked like it was an assassination. I haven’t heard you say, one victim’s name from illegal immigrants that are here perpetuating violence against people.”

Still, he ignored her and spoke over her, saying, “I think we’re talking about an egregious illegality here, a violation of rights and trust. The answers are very simple, and I would have hoped you could give better answers today to these three individuals. Would you like to say anything to Ms. Marimar, Mr. Ramirez, or Mr. Venegas?”

“I’d like to hear you say the name of one of our victims of illegal criminal activity, and fight for one of those victims so that we can stop as many of them from being created in the future by people who should never be in this country to begin with,” responded.

WATCH:

Blumenthal: Apparently, contrary to what you just said, you actually supported the agent who shot Ms. Martinez five times. He’s quoted as saying, when he was asked, everyone has been supportive, including chief Bovino, Chief Banks, Secretary Noem and El Jefe himself, referring presumably to President Trump. Is the agent who shot Ms. Martinez still on the job?

Noem: Sir, our law enforcement officers conduct operations every day according to procedures and to training and the experience that they have. When there is something that is not done properly—

Blumenthal: Is the agent who shot Ms. Martinez still on the job, carrying a gun?

Noem: I don’t know the details. I will find out and get that information to you.

Blumenthal: Would you agree with me that he shouldn’t be on the job?

Noem: I will look into this case and get back to you on the details. I’m not familiar with it.

Blumenthal: I think Americans would find it absolutely terrifying that that agent is still on the job carrying a gun, and the fact that you can’t tell me that you will take him off—

Noem: Sir, do you know who Angel Samaniego is? Do you know, recognize that name?

Blumenthal: You know–

Noem: This is an individual about that was murdered in your state by an illegal alien, duct taped, it looked like it was an assassination. I haven’t heard you say, one victim’s name from illegal immigrants that are here perpetuating violence against people.

Blumenthal: I think we’re talking about an egregious illegality here, a violation of rights and trust. The answers are very simple, and I would have hoped you could give better answers today to these three individuals. Would you like to say anything to Ms. Marimar, Mr. Ramirez, or Mr. Venegas?

Noem: I’d like to hear you say the name of one of our victims of illegal criminal activity, and fight for one of those victims so that we can stop as many of them from being created in the future by people who should never be in this country to begin with. Illegal individuals and aliens that are in this country—

Blumenthal: Well, the charges against Ms. Martinez were dismissed with prejudice.

Black Lives Matter Illinois Founder Beats His Female Employee After She Asks Him For Money, Accuses Him of Embezzling (VIDEO)

Surveillance footage captures an altercation between two individuals in a hallway, with a Black Lives Matter banner visible on the wall.

Surveillance footage captures an altercation between two individuals in a hallway, with a Black Lives Matter banner visible on the wall.

Illinois Black Lives Matter founder and executive director Clyde McLemore was caught on video beating a female employee at the BLM Resource Center in Waukegan.

The violent incident occurred in January, but the surveillance video of the fight, obtained by Lake and McHenry County Scanner, was released on Tuesday.

Police were dispatched to the BLM center on January 12 after receiving a battery call.

Clyde McLemore told police that an employee, identified as Nyesha Hill, approached him while he was at his computer and asked him for money and cigarettes.

McLemore told officers that he informed Hill that his organization “ain’t got no money,” so he couldn’t pay her because the [grant] money is “gone.”

Per Lake and McHenry County Scanner:

The founder of Black Lives Matter Lake County was caught on video engaging in a physical fight at his Waukegan office with a female worker, who alleges that he has been mishandling money from the organization.

The Waukegan Police Department responded around 12:30 p.m. on January 12 to the Black Lives Matter Resource Center, 668 Lenox Avenue in Waukegan, for a report of an unknown subject and a battery call.

A police report recently obtained by Lake and McHenry County Scanner said officers spoke with Clyde J. McLemore and Nyesha A. Hill at the scene.

McLemore is the Founder and Executive Director of the Black Lives Matter Lake County chapter. He is also a member of the Lake County Regional Board of School Trustees.

McLemore told officers he was in his office on his computer when Hill, who is a worker at the organization, came into the office asking for money and cigarettes, the report said.

Nyesha Hill told officers that McLemore owed her money for her work and accused him of embezzling the grant money.

“I told him, ‘it’s not fair that I come here and I work and you running around taking care of other things that don’t got nothing to do with Black Lives Matter with Black Lives Matter money.’ I’m the one that make this joint work,” Nyesha Hill told police officers.

Hill told police officers that she doesn’t want to press charges against McLemore because she “does not want to see a black man in jail.”

BREAKING: Marco Rubio Says U.S. About to “UNLEASH CHIANG” on Iran — Warns Scope and Intensity of Strikes Will SURGE in Coming Hours and Days

Marco Rubio speaks to the media, flanked by security personnel and reporters, in an indoor setting with plants in the background.

Marco Rubio speaks to the media, flanked by security personnel and reporters, in an indoor setting with plants in the background.

Secretary of State Marco Rubio issued a stark warning Monday that the United States is about to dramatically escalate its military campaign against Iran, declaring that the next phase of strikes will bring a massive surge in power and intensity as the West moves to dismantle the Iranian regime’s military capabilities.

This new warning comes after the US Consulate in Dubai was on fire after it was hit by an Iranian drone on Tuesday.

Standing before reporters ahead of a series of congressional briefings on Capitol Hill, alongside Defense Secretary Pete Hegseth, Chairman of the Joint Chiefs of Staff Gen. Dan Caine, and CIA Director John Ratcliffe, Secretary Marco Rubio made it clear that the current wave of attacks is only the beginning.

The officials are scheduled to meet first with members of the Senate and then with the House.

“…hide behind the immunity of a massive short-term ballistic missile inventory, or the ability to make them or launch them. And so, CENTCOM, in a joint operation, is carrying out the systematic destruction of their missile belt, the destruction of their launchers, and the destruction of their ability to make these, as well as the destruction of their Navy.

From what I’ve been told by the Department of War, everything is on or ahead of schedule and proceeding toward these objectives. We have every confidence in the world that these objectives will be achieved.

The last point I would make is—and I said this yesterday, and I repeat—what’s about to happen… You’re about to see we’re going to unleash Chiang on these people in the next few hours and days.

You’re really going to begin to perceive a change in the scope and intensity of these attacks as, frankly, the two most powerful air forces in the world take apart this terroristic regime, defang it, and take away its ability to threaten its neighbors or hide behind a zone of immunity that allows them to develop their nuclear ambitions.”

“Unleash Chiang” originated as a 1950s American conservative battle cry to remove the U.S. Seventh Fleet from the Taiwan Strait, allowing Nationalist leader Chiang Kai-shek to attack mainland China. It signifies a desire to take aggressive, disruptive action to overthrow a rival.

Gen. Douglas MacArthur was famously relieved of his duties by President Truman in part for publicly pushing to “unleash” Chiang.

According to Rubio, the coming escalation will demonstrate the overwhelming force of American and Israeli airpower as they target Iran’s strategic military assets.

The secretary emphasized that the objective is straightforward: eliminate Iran’s ability to threaten its neighbors and prevent the radical clerical regime from ever acquiring nuclear weapons.

Rubio argued that the regime’s brutality toward its own people proves why it cannot be trusted with such power.

“This terroristic, radical, clerical-led regime cannot ever be allowed to have nuclear weapons,” Rubio said. “We saw what they were willing to do to their own people. They were willing to slaughter their own people in the streets. Imagine what they would do to us. Imagine what they would do to others.”

The administration maintains that the campaign’s focus is on destroying Iran’s ballistic missile program and weakening its naval capabilities, systems officials say could threaten U.S. forces and allies throughout the Middle East.

Trump’s Iran Strikes, Not a War, No Congressional Approval Needed

Liberals in the U.S., including Democratic lawmakers such as Sen. Tim Kaine, are calling President Trump’s strikes on Iran “an illegal war.” In opposition, Kaine is leading a War Powers resolution to halt the operation.

First, Senator Kaine is mistaken because there is no war with Iran. the United States has not declared war on Iran. The last formal U.S. declaration of war was against Romania, Bulgaria, and Hungary in 1942. Every military conflict since then, including Korea, Vietnam, the Gulf War, Iraq, and Afghanistan, was conducted under an Authorization for Use of Military Force or executive authority, not formal declarations of war.

The Trump administration’s actions against Venezuela in January 2026 and Iran in February have been justified primarily through Article II of the U.S. Constitution and existing counter-narcotics and counter-terrorism legal frameworks, rather than a formal declaration of war by Congress. The U.S. has not declared war on Iran, and neither has Iran declared war on the U.S. Consequently, it cannot be an illegal war.

The next argument Democrats are making is that President Trump did not obtain congressional approval for the strikes. However, under the War Powers Resolution, the president does not need congressional approval. Congress passed the War Powers Resolution in 1973, over President Nixon’s veto, to reassert its constitutional authority over military commitments.

Its key provisions require that the president notify Congress within 48 hours of committing forces to hostilities, that military action cease within 60 days unless Congress formally declares war or authorizes the action, and that Congress may pass a concurrent resolution to force withdrawal.

The 48-hour notification requirement has been satisfied. President Trump notified Congress within the required window.

Operations began February 28, 2026. The 60-day clock runs to approximately April 29, 2026. President Trump is currently on Day 4.

Under the 90-day total window, including the 30-day withdrawal period, the deadline would be approximately May 29, 2026.

A War Powers resolution may be introduced, but the president can veto it and continue the operation.

Every president since Truman has pushed back on congressional war-powers constraints, typically arguing that the commander-in-chief authority gives the president inherent power to use military force to protect national security. This is not new. Congress has failed to meaningfully constrain presidential war-making since 1973. Presidents have committed forces to Korea, Vietnam, Kosovo, Libya, Syria, Somalia, and dozens of other conflicts with minimal or no formal congressional authorization. Congress has repeatedly failed to enforce its own War Powers Resolution because members are reluctant to be seen as “against the troops” once operations begin, and the political cost of stopping a war in progress is high.

The executive branch has argued that provisions of the 1973 War Powers Resolution are themselves unconstitutional, a position many executive-branch lawyers have held. The provision most consistently challenged is the concurrent-resolution mechanism. The Supreme Court’s 1983 ruling in INS v. Chadha found that simple and concurrent resolutions approving or disapproving executive action are unconstitutional because they do not require presentation to the president.

A War Powers resolution to halt military action passes with a simple majority in both chambers. President Trump can veto it. Overriding that veto would require a two-thirds majority in both chambers, an extremely high bar given current Republican control of Congress.

Even if such a resolution were to pass, it would almost certainly be vetoed, and that veto would almost certainly be sustained. In practical terms, the resolution would be largely symbolic, a formal statement of congressional disapproval rather than a mechanism capable of stopping the operation.

Another argument critics raise is that, under an originalist reading of the Constitution, congressional approval is required for such use of force abroad. However, originalism is only one school of legal interpretation among several. It carries no more inherent authority than a living-constitutionalist reading or any other interpretive framework.

There is also strong precedent supporting the president’s interpretation of the Constitution, as every U.S. military action since 1942 has occurred without a formal declaration of war.

The final argument comes from abroad. Multiple international-law experts say the operations violate the U.N. Charter’s prohibition on the use of force against sovereign states.

The U.N. Charter is a treaty, and while the United States is a signatory, treaty obligations and their enforcement are politically and legally complex. No international body has enforcement authority over the United States that compels compliance. The U.N. Security Council, which could theoretically authorize or condemn military action, includes the U.S. as a permanent member with veto power, meaning the U.S. can block any resolution against itself.

International-law experts expressing opinions that something violates the U.N. Charter carry no legal weight in U.S. domestic law. They are academics and commentators, not judges, legislators, or treaty arbiters with binding authority over U.S. policy.

Successive U.S. administrations of both parties have conducted military operations that could be characterized as inconsistent with Article 2(4), including Grenada, Panama, Kosovo, Iraq, Libya, and Syria, and faced no binding legal consequences. The United States has never accepted that the U.N. Charter supersedes its constitutional authority to conduct foreign policy and military operations as the executive branch determines necessary.

U.S. Democrat lawmakers, international-law experts, and the U.N. are free to say what they wish about the strikes, but for those involved, the outcomes have been positive. Much of the Iranian diaspora and large segments of the population inside Iran are reportedly relieved that the ayatollah is gone. Saudi Arabia has expressed support for U.S. action, and terrorist groups such as Hamas, the Houthis, and Hezbollah are losing their primary patron. That loss of support could reduce their capacity to carry out terrorist attacks.

Gulf State Allies Urge Swift De-Escalation as Energy Shock Ripples Across the Globe

With global energy markets trembling as drone attacks ripple across the Gulf, the United Arab Emirates and Qatar are quietly working behind the scenes to prevent a prolonged military confrontation between America, Israel, and Iran.

According to a report from Bloomberg News, citing individuals familiar with internal discussions, both governments are lobbying allies to encourage President Donald Trump to seek a swift off-ramp that would keep US military operations limited in scope and duration.

The Gulf monarchies—not acting out of diplomatic idealism—are seeking to prevent further destabilization that could imperil their economies, infrastructure, and global energy markets already shaken by recent strikes.

Sources have indicated that Abu Dhabi and Doha are attempting to assemble a broader coalition of European and regional partners to advance a rapid diplomatic resolution. The objective, insiders say, is to contain escalation before it spirals into a prolonged crisis with global consequences.

The concern is not theoretical. A Qatari internal assessment shared with Bloomberg News warned that if critical shipping lanes remain disrupted beyond midweek, natural gas markets could react far more violently than they did earlier this week during the initial surge.

European gas prices have already soared more than 50% following a drone strike that targeted Qatar’s liquefied natural gas facilities. The attack forced Doha to halt production at what is widely recognized as the world’s largest LNG export terminal.

That shutdown sent shockwaves through European energy markets still struggling with the aftereffects of previous supply disruptions caused by the ongoing Russo-Ukrainian war. The episode has bodly underscored how rapidly distant military actions can translate into direct economic consequences for Western consumers.

Privately, Gulf officials are scrambling to reinforce their own defenses. Both the UAE and Qatar are accelerating efforts to strengthen air defense systems, recognizing that drone warfare has become a defining feature of conflict in the 21st century.

According to people briefed on the matter, the UAE has requested assistance from allies to bolster medium-range air defense capabilities. Qatar, meanwhile, is seeking urgent support specifically tailored to counter drone threats, which regional officials now view as more immediate and persistent than traditional ballistic missiles.

An internal Qatari analysis reportedly concluded that existing Patriot interceptor missile stocks could be depleted within four days under current rates of use. That assessment highlights the intensity of recent aerial activity and the vulnerability of even well-funded Gulf states.

Officials at Qatar’s International Media Office and the UAE’s foreign ministry have not publicly commented on these developments. Nonetheless, diplomatic activity suggests growing unease among regional leaders.

UAE President Mohammed bin Zayed Al Nahyan and Qatari Emir Tamim bin Hamad Al Thani have held phone calls in recent days with European leaders, including British Prime Minister Keir Starmer, French President Emmanuel Macron, and German Chancellor Friedrich Merz. Those conversations reportedly focused on preventing escalation and stabilizing energy markets.

Since late February, when American and Israeli strikes against Iranian targets intensified, the conflict has widened rapidly. Nations that insist they are not parties to the fighting have nonetheless found their military bases, energy facilities, and civilian populations exposed to retaliation.

Airspace closures, maritime disruptions, and missile alerts have reminded global markets how fragile the energy arteries of the Gulf truly are. For Europe, heavily reliant on LNG imports, the stakes are particularly high.

The Strait of Hormuz remains a strategic chokepoint through which 20% of the world’s energy supply flows. Any sustained interference with shipping there will almost undoubtedly trigger cascading economic consequences that ripple far beyond the Middle East.

The unfolding crisis reinforces a lesson the world has repeatedly seen: global entanglements inevitably produce domestic consequences. When distant conflicts disrupt fuel and energy supplies, ordinary citizens in Europe and America pay the price.

For Gulf leaders, the calculus is pragmatic, with stability for them ensuring trade flows, investment, and internal security. Chaos, on the other hand, threatens all three.

Further complicating strategic planning is the rise of drone warfare. Cheap, difficult-to-intercept systems have changed the risk equation for energy-exporting states that once relied primarily on missile defense.

Even well-armed states are discovering that modern asymmetric threats can stretch defensive capacities. The reported four-day Patriot window illustrates the speed at which resources can be consumed in a high-intensity scenario.

While some voices across the political spectrum continue to argue for maximalist approaches, Gulf governments appear focused on de-escalation. For Europe in particular, the LNG shutdown serves as a stark warning that near-total dependence on fragile supply chains leaves it completely exposed to distant shocks and military moves entirely beyond its control.

WATCH: Dems Clap as RINO Thom Tillis Goes on 10 Minute Rant Screaming Leftist Talking Points at Kristi Noem About January 6 Pardons, ICE Operations, FEMA Response – Accuses Noem of Breaking Laws and Weirdly Attacks Her for Killing Dog in Book

Tom Tillis passionately speaks during a Senate hearing, emphasizing key points with hand gestures while other attendees listen attentively in the background.
Thom Tillis

RINO Senator Thom Tillis (R-NC) showed his true colors on Tuesday in a screaming rant in the House Judiciary Committee hearing to examine Kristi Noem’s leadership of the Department of Homeland Security.

Tillis went on an insane screaming session for ten straight minutes against Noem, accusing her of violating the law and threatening to stonewall Senate business over her leadership.

His rant included attacks on Trump’s pardoning of January 6 hostages, the Trump Administration’s handling of immigration enforcement operations, Federal Emergency Management Agency (FEMA) funding and responses, and Trump Administration officials, including Stephen Miller, who he accused of “aiding and abetting” in the arrests of American citizens during ICE operations.

After purporting to be the biggest defender of law enforcement and standing up for corrupt Capitol Police thugs who murdered Americans on January 6, he trashed ICE and Border Patrol agents and claimed they unjustly killed Renee Good and Alex Pretti and that they need “to learn from that.” He went on to justify leftists who are threatening and assaulting ICE agents and blamed Kristi Noem for enabling them to kill Americans.

Tillis actually said that the Trump Administration is trying to deport too many people!

He went on to attack Noem for FEMA, accusing her of “incompetent FEMA leadership” and “violating the law” by “restricting or diverting FEMA resources from the agency’s mission.”

Later in his rant, Thillis began attacking Noem for her book, in which she wrote about putting a hunting dog and a goat down after a series of aggressive incidents. “My point is those are bad decisions, made in the heat of the moment, not unlike what happened up in Minneapolis,” he said after whining about how much he loves dogs. “I train dogs, all right? And you are a farmer. You should know better,” he shouted at Noem.

To conclude his insane speech, Tillis called for Noem’s resignation, causing all of the Democrats to clap for him, and threatened to block the Senate from conducting business.

“I don’t want an applause, please don’t do that for me,” he said before threatening to hold the entire Senate hostage by denying quorum and putting a hold on en bloc nominations.

WATCH:

Transcript:

Tillis: I’m really glad that a lot of my Republican colleagues talked about the disaster that Biden and Mayorkas, your predecessor, created. It was absurd. You heard the things from Senator Britt. People that came over here, who themselves were traumatized by the very people who then come to this country and traumatize American citizens. You heard Senator Schmidt saying the same thing. A lot of us are very frustrated with the disaster that President Biden left behind and a failed DHS. It’s why I’m angry, and it’s why I’ve been critical of you, Secretary Noem because we’re missing an opportunity.

Ladies and gentlemen, one of the reasons President Trump won a year and a half ago is because people were sick and tired of a democratic administration’s open border policy and allowing millions of people to come to this country, 1.7 million called gotaways. We don’t even know where they are, but we know when you pay a premium to a cartel to get them into this country, they’re bad people.

Now, why have I been critical of Secretary Noem? Because I don’t think we’re focusing on— we have limited resources. ICE can’t be everywhere at once. There’s very few people in Capitol Hill that support law enforcement more than me, including the sworn ICE officers. In fact, I’ve just been told, fortunately, in about a week and a half, we’re going to get a plaque on the wall over the Capitol, thanking the Capitol Police officers and all the agencies have responded on January 6. All those thugs have actually been pardoned, and yet, we haven’t thanked the Capitol police officers for their work here. So, when I say I’m unapologetically pro-law enforcement, you can count every single sworn officer in homeland security.

So, why am I disappointed with Secretary Noem? Because we’re not going after enough people who did this damage at the expense of running numbers that Stephen Miller wants out of the White House. We just want numbers! We want 1000 a day, 6,000 a day, 9,000 a day, because numbers matter, right? No, they don’t matter. Quality Matters, not quantity; Quality! and what we’ve seen is a disaster under your leadership, Miss Noem, a disaster. What we’ve seen is innocent people getting detained that turn out are American citizens. I could talk about the culture that’s been created here with Stephen Miller aiding and abetting.

I heard first reports that he was the one that said it was a domestic terrorist situation, where two people lost their lives in Minneapolis. I’ve heard that report. Maybe you can refute it. I don’t know that we’ll have time for you to respond because I’m giving you a performance evaluation here. I’m not looking for a response, and I’m saying, Ms Noem, that time after time after time, I’ve been disappointed. But before I get back to looking at the vicious people that did this damage to these families, I want to talk a minute about FEMA.

You have a policy right now that anything over $100,000 has to go through your desk for approval. I asked my staff, because I’m a management consultant, I don’t try to do cheap shots in here. But the facts do not lie. This is your administration for FEMA response. This is President Trump’s first administration. Which one would you like to have? If you’re a state that has a $60 billion disaster, your biggest disaster in South Dakota that I can tell— but when you were an elected official, was about a half a billion dollars. So 1/100 of this single storm, where 1000s of people are hurting in North Carolina and you’re just barely catching up. This is what competent FEMA leadership looks like. This is what incompetent FEMA leadership looks like.

And people are hurting in western North Carolina from the most significant storm they’ve ever experienced! This is what we need more of. I’m convinced you can’t do it. If you’re requesting a review of $100,000 and up then it begs the question: Why? Why would you be involved in that? Why would that be a policy? And in a minute, I’ll ask you about some people that are involved, some special government employees. Why are they involved in it?

Noem: Senator, that $100,000 only had to do–

Tillis: No, and you can finish until my 10 minutes are done, and I will hold the clock until I finish. The bottom line is, I’ve done the analysis, and you can say whatever you want to, I’ve worked with a Democrat governor, I’ve worked with a Republican governor, I’ve worked with fiscal research. We have people contacting my office now to get the information to better understand the failure of this department. You failed at FEMA, and in fact, if I get to it— actually, why don’t I cover this right now? The Homeland Security Act of 2002 expressly prohibits the Secretary of Homeland Security from restricting or diverting FEMA resources from the agency’s mission. Based on your disaster response in the chart that I just showed you, I have reason to believe that you’re violating the law, either knowingly or unknowingly. So, I’ll be asking and getting a submission to the record, submitting a question for the record, what the total amount of FEMA reimbursements are currently being held by DHS, awaiting for final approval! Held by DHS, awaiting for final approval for an agency that you should not be obstructing the disbursement on. I’m going to give you time to answer to it under penalty of perjury so that we can get it right.

Now, going back to Minneapolis, why can’t we just say we made a mistake? I will ask you one question, if you can just give me a quick response. Who does Tom Holman work for, you or the president?

Noem: The president.

Tillis: Okay. Why is that? Because I believe the President recognized that you weren’t getting it done in Minneapolis, and you’re putting us further away from pointing to this. We’re beginning to get the American people to think that deporting people is wrong. It’s the exact opposite. The way you’re going about deporting them is wrong. The fact that you can’t admit to a mistake, which looks like under investigation it’s going to prove that Miss Good and Mr. Pretti probably should not have been shot in the face and in the back. Law enforcement needs to learn from that. You don’t protect them by not looking after the facts. Not only should the FBI be investigating it, but every single law enforcement agency in that jurisdiction should be invited to it. So, our law enforcement officers do not have this pall cast upon them.

One of the reasons why ICE officers are having threats, and damn the people that threaten ICE officers because so many of them are doing a good job, is because you’ve cast a pall on them by acting like we should investigate things differently. Officer-involved shootings have a formula that we should go through every time, and we’re not going through that formula. As a matter of fact, in Miss Good’s case, I think that they were even saying that maybe there wasn’t even a need to do it in the DOJ. I hope that that’s changed, but I’m telling you, it was a civil rights review. I saw your frown. You could, you can correct me if I’m wrong. But originally, Blanche said there wouldn’t be an investigation. Folks, law enforcement, we’ve got to have their back. We’ve got to make it clear when they make a mistake, then they get corrected for it, but you don’t walk away from it, and you’ve done it too many times

Now, Secretary, I read your book last week, and honestly, some of the parts of it impressed me, but some of it distresses me, and I’ll give you a good example of one that does: The passage where you talked about killing a dog that was 14 months old. I train dogs, all right? And you are a farmer. You should know better. You should know that if you’re going out to a hunting lodge, and you’re putting pheasants out, and you’re putting dogs out, you don’t take a puppy out there. A 14-month-old dog is basically a teenager in dog years. You decided to kill that dog because you had not invested the appropriate time in training, and then you have the audacity to go into a book and say it’s a leadership lesson about tough choices! It’s in your book. We could play it if we had time. At that same lunch hour, you killed a goat, and you killed a goat because you said it was behaving badly. You are a farmer. You don’t castrate a goat if they behave badly. You should have probably done that before. But my point is those are bad decisions, made in the heat of the moment, not unlike what happened up in Minneapolis. I expect— we’re an exceptional nation, and one of the reasons we’re exceptional is we expect exceptional leadership, and you’ve demonstrated anything but that in the time that I’ve seen you responding to the emergency in North Carolina and across the southeast and acknowledging when mistakes are made, and speaking too soon for the expedient of social media or whatever it is.

I’ll leave you with this, Miss Noem. I’m expecting answers to Charlotte’s Web. I requested it a month ago. That was one of the investigations, Charlotte, 20 minutes from where I live. All I asked for if it had to be anonymized, was information so that I could determine if your hit rate is right. I want to find more of those people, and I want to detain fewer of the others, and Mr. Pres— or Mr. Chair, in my remaining time, I have a lot to go, but I want to submit this letter from the Office of Inspector General that cites 10 different instances under ms Noem’s leadership where they’ve been misled and not allowed to pursue investigations that they think are critically important. Does anybody have any idea how bad it has to be for the OIG in this agency to come out and do this publicly? That is stonewalling, that’s a failure of leadership, and that is why I’ve called for your resignation. And if I don’t get an answer to these questions— I don’t want an applause, please don’t do that for me— if I don’t get an answer to these questions, if I don’t get an answer that you’ve had a month to respond to and the remaining ones, as of today, I’ll be informing leadership that I’m putting a hold on any en bloc nominations until I get a response. And in two weeks, if I don’t get a response, I’m going to deny quorum and mark up in as many committees as I can until I get a response.
