California Republican gubernatorial candidate Steve Hilton released a video on Friday, filmed on Los Angeles’ Skid Row, showing toddlers living in tents and broken-down RVs amid drug needles, filth, and violence.
Hilton labeled the children “Becerra’s missing migrant children,” as there are hundreds of thousands of unaccompanied minors that federal officials say they lost track of while Xavier Becerra ran the Department of Health and Human Services.
“Becerra’s missing migrant children found living on Skid Row,” Hilton wrote. “I went there with @VenturaReport, and it was horrifying. Toddlers living in tents and broken-down RVs, surrounded by drug needles, filth and violence. Becerra says he’s ‘proud’ of his record at HHS. We can’t let him win this election! VOTE!”

Hilton made the video with journalist Jorge Ventura.
Becerra’s handling of unaccompanied migrant children has been a major campaign issue for Hilton.
As HHS secretary under President Biden, Becerra oversaw the Office of Refugee Resettlement’s placement of hundreds of thousands of minors with sponsors.
A Department of Homeland Security Office of Inspector General audit found that ICE had lost track of more than 319,000 children after release.
Trump administration HHS advisers have cited roughly 330,000 unresolved cases from Becerra’s tenure, with investigators reporting children later found in sex trafficking, labor exploitation, or deceased.
Hilton has previously released whistleblower testimony and video alleging children were sent to unsafe sponsors, including container sites, after vetting was relaxed to speed releases.

His campaign said in a press release:
The whistleblower further described federal officials prioritizing moving children through the system quickly rather than ensuring their safety. She claimed that staff were instructed to process placements despite concerns and told that their role was to reunify children with sponsors, not investigate the people receiving them.
“What we heard today is heartbreaking,” Hilton said. “This isn’t about politics. It’s about children. If these allegations are true, vulnerable kids were handed over to people who were never properly vetted, warning signs were ignored, and basic safeguards that any parent would expect simply weren’t there.”
The press conference featured testimony regarding two young sisters who entered the facility together but were later separated. The whistleblower recounted the story of a five-year-old girl named Grace who repeatedly asked where her seven-year-old sister had been taken. The former worker said she never learned whether the sisters were reunited after leaving the facility because no follow-up welfare checks occurred.
He has demanded a contractor’s laptop that he says contains evidence that Becerra and the Biden White House knew children were being delivered to traffickers.
“If the testimony of whistleblowers is accurate, and the contents of the laptop are as reported, the role of Xavier Becerra and the Biden White House in the trafficking of thousands of migrant children represents one of the biggest and most shocking scandals in U.S. government history,” Hilton said, according to a report from the New York Post.
