Cuba Opens Oil Refineries and Fuel Depots to Private Investment as Energy Crisis Deepens

Cuba is opening the door to private investment in its oil industry as the communist-run island struggles with a deepening energy crisis, fuel shortages and persistent economic instability. The new measures could create opportunities for domestic businesses and foreign investors in a sector that has long remained under tight government control.

Last week, the Cuban government published Decree-Law 135/2026, known as the Oil and Gas Law, alongside Decree 184/2026, which establishes implementing regulations. The new legal framework expands the possibilities for private and foreign participation in oil exploration, production, refining, transportation, storage and commercialization. The regulations are scheduled to take effect tomorrow.

Under the new rules, authorized private businesses and foreign investors may participate in activities involving refineries, fuel storage facilities and other parts of the petroleum supply chain. Refineries will also be able to sell fuel wholesale and, with the required authorization, directly to the public.

This represents a potentially important change in a country where the state has historically dominated the energy industry. However, it does not amount to a wholesale privatization of Cuba’s oil infrastructure. The government retains control over the sector, and participation by investors remains subject to official authorization and regulatory restrictions.

A desperate search for capital and energy

Cuba’s energy crisis has placed enormous pressure on transportation, commerce, manufacturing and public services. Fuel shortages and electricity blackouts have disrupted daily life, while businesses have struggled to maintain operations in an economy already weakened by shortages, inflation and limited access to foreign currency.

The island needs substantial investment to modernize its energy infrastructure, improve the reliability of fuel supplies and increase domestic production. Yet the government has limited resources to finance these needs on its own.

Allowing private capital into parts of the petroleum industry could help bridge that gap. Investors may bring financing, technical expertise, equipment and operational capabilities that state-owned enterprises lack or cannot readily obtain.

The reality people can now see is that Cuba cannot easily address its infrastructure crisis without attracting additional capital and improving the conditions under which businesses operate.

On July, the government was outlining broader plans to open selected sectors of the state-run economy to private enterprise, even as dictator Miguel Díaz-Canel insisted that key national assets would not undergo mass privatization. The new petroleum legislation represents a further step in that cautious approach to economic reform.

What opportunities could the new rules create?

The legislation potentially opens several areas of activity to qualified investors.

Authorized companies could participate in refining projects or arrangements designed to improve the processing and distribution of petroleum products.

Investment in storage infrastructure could also help strengthen supply capacity and improve the movement of fuel throughout the country.

Businesses may find opportunities in authorized activities involving the transportation, wholesale marketing and commercialization of oil, gas and their derivatives.

The expanded legal framework also provides mechanisms for participation in the exploration and exploitation of oil and gas resources, subject to the required approvals and contractual arrangements.

Overseas investors could explore partnerships with Cuban entities, although any proposed investment must comply with Cuban law and applicable authorization requirements.

For international companies, the potential attraction is access to a market with substantial energy needs and an aging infrastructure requiring modernization.

The Cuban government is not surrendering control of its energy sector

The new framework permits participation by authorized private actors, including Cuban micro, small and medium-sized enterprises, other qualifying private companies and foreign investors. Nevertheless, participation depends on the nature of the activity and the applicable permits and approvals.

Investors may be permitted to contribute capital to particular projects or participate in contractual arrangements without acquiring ownership of the underlying strategic assets or gaining unrestricted control over their operations.

The reform therefore represents a controlled opening of the market rather than a transition to a fully liberalized energy industry.

There is a fundamental question about whether private participation will improve competition and efficiency or whether the existing state-controlled system will continue to limit the benefits reaching consumers.

International investors must also evaluate contractual protections, payment arrangements, currency risks, infrastructure limitations and the practical enforceability of their agreements.

In other words, the opening creates potential opportunities, but investors will need to conduct careful due diligence before committing capital.

Economic pragmatism or a deeper transformation?

Cuba’s decision to permit greater private participation in its petroleum industry illustrates the tension between the government’s commitment to maintaining state control and the practical need for outside resources.

For decades, the island’s economic model has restricted private participation in strategic industries. Now, amid an escalating energy crisis, the government is creating additional mechanisms to attract capital into one of the sectors most essential to economic survival.

Whether this approach produces lasting change remains uncertain. The government could use private investment to modernize infrastructure while preserving its existing economic model. Alternatively, the experience could demonstrate that a more substantial expansion of private enterprise is necessary to improve productivity and attract sustained investment.

President Trump endorsed Benjamin Netanyahu for reelection in the upcoming Israeli elections less than two weeks before the October 27 vote.

CNN reports:

Trump has so far declined to endorse Netanyahu and has sidestepped questions on whether he should be reelected.

“I’m not involved in [Israeli] politics anymore,” he told Time earlier this month. On Thursday, Trump told Newsmax Netanyahu would like him to be involved in the election. “I’ve had a very good relationship with him,” he said, but avoided endorsing him again. When asked directly whether he trusts Netanyahu, he said bluntly, “I don’t trust anybody in the world of politics.”

For a campaign that has traditionally treated Netanyahu’s intimacy with the White House as a major electoral asset, the restraint is notable.

Trump last week also sidestepped a question on why he hadn’t endorsed any candidates, telling reporters, “We haven’t even thought about it.” He added, I may be doing something.”

WATCH:

Previously, Trump reportedly lashed out at Netanyahu during a heated phone call, with reports suggesting that Trump called him “f*cking crazy” for continuing the war amid US-Iran negotiations, accused Netanyahu of ingratitude, and referenced helping keep him out of jail during his corruption trial. The two have not met face-to-face since a closed-door meeting in August, and they did not meet in September during the UN General Assembly in New York.

Still, Trump released a statement on Sunday morning, calling Netanyahu a “Great Warrior” and a “greater Partner for Peace.”

“If Israel has the wrong Leader, which would be anyone other than Bibi, America will have to do this work ourselves, and I am not inclined to do so,” he said.

Full statement below:

To the Great People of Israel:

Bibi Netanyahu has been a Great Warrior Prime Minister, and an even greater Partner for Peace in combatting the Islamic Republic of Iran, with its 51 year old chant, “Death to Israel, Death to America! We will destroy the Little Satan and the Big Satan.” What Country can survive when things such as this are allowed to be said, because eventually, they always end up being true? It would have been only a question of time until Iran would have put that ominous phrase into effect, but they have been systematically destroyed, both Militarily and Financially, and unless they change their ways, rapidly, we will soon finish the job. If Israel has the wrong Leader, which would be anyone other than Bibi, America will have to do this work ourselves, and I am not inclined to do so.

Bibi Netanyahu has been Strong, Brave, and Brilliant in the face of tremendous opposition, including that coming from even Israel, itself. Despite all of that, he has endured and, in fact, he has thrived! I have watched Bibi under the most trying of times. Normal men or women in such situations would have wilted under the pressure — But Bibi did not wilt, he actually got stronger, and maintains that same Strength today. This is the kind of Partner that the United States of America is demanding of Israel, a Country for which it has done so much. Please let this Letter serve to represent my Complete and Total Endorsement of Bibi Netanyahu in his upcoming Race for Re-Election as Prime Minister of Israel. BIBI NETANYAHU WILL NEVER LET YOU DOWN! Thank you for your attention to this matter.

TRAGIC UPDATE: US Airman Dead After Horrifying Accident During Pregame Demonstration at College Football Game – Incident Now Under Investigation

AI-Generated Image

There has been a heartbreaking update about a brave American who was entertaining the crowd before last night’s college football game between the UTSA Roadrunners and the Navy Midshipmen.

As The Gateway Pundit reported earlier, a night meant to honor America’s fighting men and women turned into a nightmare Saturday at the Alamodome in San Antonio when a U.S. military service member lost control during a high-risk pregame rappel from the stadium rafters.

He then plummeted onto the field.

The terrifying incident occurred shortly before 7 p.m. local time on October 17, during UTSA’s annual “Salute to Armed Forces and Veterans” game, an event dedicated to recognizing America’s military personnel, veterans, and their families.

Per the San Antonio Express-News, four service members from Detachment 2 of the 6th Combat Training Squadron, an Air Force unit that trains tactical air control party (TACP) specialists at Joint Base San Antonio and Camp Bullis, were set to rappel down roughly 15 minutes before kickoff as part of UTSA’s annual Salute to Armed Forces and Veterans game.

About halfway down, one of the team members accelerated uncontrollably, sliding rapidly down the line before slamming into the turf near midfield.

Emergency medical personnel immediately rushed onto the field, where they attended to the service member for approximately 10 minutes before removing him on a stretcher.

He was later transported to a local hospital.

WATCH (viewer discretion is advised):

The United States Air Force has now revealed that the airman has died from his injuries.

Nellis Air Force Base said in a statement that the unidentified officer was from the 6th Combat Training Squadron, Detachment 2.

The incident is now under investigation. The officer’s identity has not been released.

“The incident is under investigation. More information will be released as it becomes available,” a Nellis spokesperson said.

HORROR: Female Driver Allegedly Plows Through Youth Soccer Field in Kansas and Strikes Several Innocent People in Mass Casualty Event – Two Dead, 11 Injured

Wichita Police Captain Aaron Moses speaks after a person drove onto the field during a soccer game at a Wichita sports complex and struck several people. Screenshot

The city of Wichita, Kansas, is reeling following a mass casualty event Saturday afternoon that saw two people lose their lives and several more suffering serious injuries, allegedly due to the action of a female driver.

As KWCH reported, an individual driving a black pickup truck plowed through the youth soccer fields at the Stryker Sports Complex on Saturday afternoon.

A witness stated that several people were struck by the vehicle. One child and one adult were killed in the incident.

At the time of the incident, Kansas State High Schools Activities Association’s (KSHSAA) inaugural flag football semifinals were taking place on an adjacent field.

KSHSAA confirmed to KWCH that four Kansas City-area teams were playing – St. Thomas Aquinas, Shawnee Mission West, Shawnee Mission South, and St. James Academy.

Officials have not said whether any players from those teams were injured.

Wichita Police Captain Aaron Moses confirmed during a press conference that two people were killed in the incident and revealed that they had taken the driver into custody.

Moses added that there was no ongoing threat to the public. He did not say whether the driver acted deliberately.

“We have two fatalities confirmed here at the scene and multiple other casualties, with individuals transported to area hospitals,” Moses said. “The vehicle involved in this incident remained at the scene.”

“The driver of that vehicle is currently in our custody. There is no additional ongoing threat to the public from that drive.”

WATCH:

Moses added that two “juveniles” were inside the vehicle when it drove through Stryker Sports Complex.

The City of Wichita announced that all events were canceled until further notice.

During a press conference later Saturday evening, police identified the driver as a 34-year-old female from Garden City.

The two souls who perished were a 6-year-old boy from McPherson and a 35-year-old man from the same city.

11 people were transported to local hospitals for injuries. All but one had what are described as “traumatic injuries.”

Ilhan Omar’s Claim of Political Persecution By Trump Completely IMPLODES as Judge Who Approved Warrant to Search Her Home is Officially Revealed

“Ilhan Omar” by Gage Skidmore, CC BY-SA 2.0

Far-left Rep. Ilhan Omar (D-MN) has been claiming that last week’s raid on her DC home is nothing but political persecution by a ‘vengeful’ President Trump and is pleading her innocence. Now, we can officially put that nonsense to rest in dramatic fashion.

On Wednesday, CNN officially revealed that Justice Department prosecutors first had to go through Judge Matthew Sharbaugh, a federal magistrate judge on the DC District Court.

Before approving the warrant to raid Omar’s home, Sharbaugh limited how the DOJ could access her documents because of her role as a member of Congress.

From CNN:

Prosecutors, however, first had to contend with a federal magistrate judge, in a prolonged back-and-forth that hasn’t previously been reported.

Judge Matthew Sharbaugh of the DC District Court ultimately limited how the Justice Department could access Omar’s documents in Monday’s search, before he would approve the warrant, because of her role as a member of Congress and the Constitutional protections that affords, multiple people familiar with the investigation told CNN.

As previously reported by The Gateway Pundit, Article III Project founder and former Senate Judiciary Committee counsel Mike Davis strongly suspected that Sharbaugh was the judge who granted the warrant to search Omar’s home.

To back up his case, he said the DC U.S. District Court’s public website showed Sharbaugh was the magistrate on criminal duty from October 3 through October 16, 2026, the period covering the raid. Of course, there was still a very small possibility that Sharbaugh may not have been able to attend during that time.

The fact that Sharbaugh approved the warrant is all the more shocking considering his background.

Davis noted in a Fox News op-ed published on Sunday that Sharbaugh financially supported Crooked Hillary in her failed presidential campaign against Trump in 2016.

He also clerked TWICE for a judge appointed by former President Barack Obama.

From Davis:

Before becoming a judge, Sharbaugh donated to Hillary Clinton during her losing 2016 campaign against President Trump. Sharbaugh clerked twice for Judge Robert Wilkins, a leftist appointee of President Obama, on both the D.C. U.S. District Court and the D.C. U.S. Circuit.

Judge Wilkins was one of the three D.C. U.S. circuit judges rammed through by former Democrat Senate Majority Leader Harry Reid at the end of 2013, just before Republicans took control of the U.S. Senate.

Sharbaugh also has a history of ruling against the Trump Administration in notable cases.

For example, Sharbaugh RELEASED a woman back in August who was accused of deliberately defacing the World War II Memorial, allowing her to leave custody on nothing more than a personal recognizance bond.

This came despite the DOJ’s pleadings.

The Gateway Pundit reported that federal agents raided the Washington, DC-area residence of Omar early Monday morning as part of an ongoing criminal investigation into her immigration paperwork.

The pre-dawn raid was part of an ongoing criminal fraud investigation into the Somali-born congresswoman’s immigration paperwork, documents filled out by her late father when she was a child.

According to her website, Omar arrived in the United States in March 1995, when she was 12 years old. She came with her family as a Somali refugee after spending approximately four years in a refugee camp in Kenya. She became a naturalized U.S. citizen in 2000, at age 17.

Multiple agents wearing HSI jackets were observed outside the residence around 6 a.m.

MUST WATCH: Cops Yank Ladder Out from Under Ceiling-Crawling Suspect After Hour-Long Standoff at Washington Macy’s

Vancouver police pulled a ladder out from under a man who had spent more than an hour crawling through the ceiling of a Macy’s at Vancouver Mall in Washington, sending him tumbling onto a mattress they had placed underneath.

Employees called police around 4 p.m. on Sept. 30 after spotting someone moving on top of the ceiling tiles, breaking them and damaging lights and wiring.

Officers and firefighters set up a ladder and spent roughly an hour trying to talk the man down.

According to court records, the suspect, identified as 21-year-old Gabriel Hideo, growled and made incoherent noises while moving around in the ceiling.

When he stepped onto the ladder and then tried to climb back into the ceiling, officers pulled the ladder away.

WATCH:

Hideo fell onto the mattress, got up, and attempted to flee, but officers caught him.

“They had a conveniently located mattress for us to be able to pull over there, and so in case he fell, because there was definitely an opportunity, with not a lot of footing up there, for him to fall out,” Vancouver Police Department public information officer Kim Kapp told KIRO Newsradio.

“And he eventually came down the ladder a few rungs, and we were able to pull the ladder out. He fell onto the mattress, and we were able to get him into custody,” Kapp said.

“We have to be creative sometimes, but at the end of the day, everybody went home safely,” Kapp added.

Police evacuated the mall’s second floor during the standoff.

When he was finally apprehended, police found a large fixed-blade knife on him.

The creepy ceiling lurker was charged with first-degree burglary and first-degree malicious mischief. He was held on an existing felony warrant.

See if You Can Spot the Difference Between How the NY Times Covered Dr. Ben Carson vs. Abdul El-Sayed

The media is biased against conservatives. Pretty much everyone on the right knows this.

Even so, sometimes you see evidence of bias that is so over the top, that you really have to marvel at the media’s ability to carry it out with no shame.

Byron York is a writer for the Washington Examiner. He recently stumbled onto an example of media bias that will blow your mind.

Over at the New York Times, they’re covering the various races of the 2026 midterms. In their coverage of Abdul El-Sayed, they constantly refer to El-Sayed as a doctor, even though he isn’t one. El-Sayed has never seen a single patient and has never practiced medicine in any capacity, but they still call him a doctor.

Dr. Ben Carson is not only a doctor, he is a renowned pediatric brain surgeon. Yet the same newspaper, the New York Times, referred to Carson as ‘Mr.’ instead of doctor.

This is almost unbelievable.

Take a look below:

Here are some reactions:

And then the media wonders why people no longer trust them.

Amazing.

Arizona Polling and the America First Agenda

Arizona state flag

This story originally was published by Real Clear Wire

By Steve Cortes

Brand new polling from Arizona reveals a paradox that should alarm Democrats who believe they’re guaranteed a sweeping blue wave victory in the midterm elections. Grand Canyon State voters are frustrated with the economy, yet they’re far from thrilled with the Democrats as an alternative.

A League of American Workers survey of 1,513 likely Arizona voters, conducted by Wick, captures an electorate in a very sour mood, particularly over their economic outlook. A 44% plurality of voters say their personal finances have worsened over the past year with Republicans in full control in Washington, while just 17% report improvement. Among independents, the gap widens to 48% worse versus just 16% better.

In a conventional midterm, economic pain of that magnitude would automatically doom the party holding the White House and Congress.

But there are some data points that are positive for Republicans’ chances.

The follow-up question in the poll on personal finances shows one such lane. Asked whether their finances would be better or worse today had former Vice President Kamala Harris been president these past two years, Arizonans say worse by a 7-point margin, 45% to 38%. Meanwhile, the congressional Democrat brand remains firmly in the toilet, earning just 34% approval against 64% disapproval. And socialism, the animating creed of the party’s activist left-wing base, sits at a dismal 28% favorable and 61% unfavorable.

Moreover, while voters are angry over the cost of living and the war in Iran, they dislike the Democrat alternative even more.

The Arizona polling stands out in a second important way. President Trump’s job approval here registers 45% approve and 55% disapprove, a net -10%. While this gap is no cause for celebration, it is much better than my recent polling elsewhere, where the president sat at -22% in Minnesota and -15% in Wisconsin. Interestingly, Vice President JD Vance continues to poll well ahead of the president, at 45% approve and 51% disapprove, a divergence I’ve now seen across multiple states in recent polling.

How come Arizona is holding up better for President Trump?

One reason why is that Republicans are still better positioned on some key issues.

In terms of border enforcement, Arizona voters want state and local police to cooperate with federal immigration enforcement by 55% to 37%. In the poll, Democrats opposed that cooperation by a 49-point margin as the party’s candidates increasingly campaign on defunding or abolishing ICE outright, the federal law enforcement agency tasked with removing dangerous illegal aliens who poured across the border by the millions under the Biden-Harris administration. Additionally, 42% of Arizonans say recent mass migration has made their own communities worse, versus just 20% who say better. In a border state, citizens see the consequences of open-borders radicalism firsthand, and they are not looking to return to it.

Arizonans also reject the Democrats’ embrace of importing the Islamic world into our country. Asked whether “mass migration of Muslims is overall positive or negative for American society,” 49% say negative, including 38% who say very negative, while just 16% call it positive; independents agree, breaking negative by 30 points. As my recent documentary on Dearborn, Michigan showed, communities that import large populations from the Third World invite anti-American sentiments to take root, and Arizonans clearly want leaders with the courage to put American culture, values, and citizens first.

On education, when told that only one in four Arizona eighth graders reads proficiently, 78% of voters say taxpayers receive a poor return on their investment in public education. The remedy also polls well: Arizona’s Empowerment Scholarship Accounts, the nation’s leading school choice program, earn a 44% favorable rating against 28% unfavorable. Republicans who champion parents over the teachers unions hold a clear advantage here.

So why, then, does Democrat Governor Katie Hobbs lead Republican Congressman Andy Biggs 48.9% to 43.2%?

The answer lies mainly in incumbency, not in any strong affection for Democrat governance. Sitting governors are notoriously tough to defeat. Between 2020 and 2023, 39 of the 40 who sought reelection won. Hobbs’s personal favorability splits evenly, at 47.1% favorable and 47.8% unfavorable, running far ahead of her party’s congressional brand, which sits 30 points underwater. And recall that she first won in 2022 by the skin of her teeth, less than a point, in an election marred by controversy.

Still, Hobbs has real political liabilities that Biggs and Republicans can and must exploit if they hope to have any chance of an upset victory. For example, when voters learn that Hobbs vetoed commonsense legislation banning sex-change procedures for minors, 45% say they are less likely to support her, versus 28% more likely. Among independents, the reaction runs 24 points against Hobbs. Voters understandably want children protected from these dangerous, cruel, irreversible procedures that Democrats insist on promoting.

Independents will likely decide this race as they always do in Arizona. They currently favor Hobbs 48.7% to 36.0%, yet they side with Republicans on police cooperation with ICE, on migration’s impact on their communities, and on socialism. The issues favor the GOP.

Most importantly though, Republicans must ruthlessly expose the Democrats’ radical positions and make this race a clear choice about what kind of state and country Arizonans want to live in. That means prosecuting the case against Hobbs’s veto, drawing a sharp contrast on border enforcement, promoting excellence in education vs. a failing public school status quo, and reminding voters that while this economy has plenty of room for improvement, the Democrat agenda would absolutely crush them.

Arizonans are angry about their finances but they’re not running back to the Left. Republicans have openings, and they must spend every day until November 3 seizing it.

Steve Cortes is president of the League of American Workers and senior political adviser to CatholicVote. He is a former senior adviser to President Trump and JD Vance, and a former commentator for Fox News.

BREAKING: Massive Explosion at Alberta Military Base Kills and Injures Troops, Hospitals Reportedly Full with ‘Significant Casualties,’ Defense Minister Says ‘Situation Active and Delicate’ (VIDEOS)

An incident at Canadian Forces Base Wainwright in Alberta on Saturday sparked a major fire that spread beyond the base in high winds, and Defense Minister David McGuinty confirmed fatalities and injuries among military personnel.

Officials were tight-lipped about details, but McGuinty said he was “saddened to share that there have been both fatalities and injuries as a result of an incident on the base.”

The defense minister described the situation as “very, very active and delicate,” according to an Associated Press report.

WATCH:

McGuinty did not provide numbers of people killed or information about the cause.

The RCMP said officers were called shortly after 4 p.m. after reports of a fire in a training area.

Reports described an explosion followed by the fire.

The Canadian Armed Forces, along with federal, provincial, and local crews, coordinated the response.

Wainwright provided hospital and firefighting support.

An Edmonton hospital went on code orange for a mass-casualty event.

An X user, @CrashMetaX, who was posting videos from the scene, wrote:

Military hospital is FULL

Local hospital is FULL

They are CURRENTLY filling the school right across from me!

The Municipal District of Wainwright reported that the fire crossed the base’s perimeter fence and spread rapidly due to high winds.

Firefighters from multiple jurisdictions responded.

Prime Minister Mark Carney posted that a “serious incident creating a major fire has occurred at CFB Wainwright” and that “our thoughts are with all the brave women and men affected.”

Carney said the federal government was working closely with Alberta officials and local authorities, and that he and Premier Danielle Smith were in close contact.

Saskatchewan Premier Scott Moe said his province was sending assistance.

Conservative leader Pierre Poilievre said he had spoken with Carney and McGuinty to offer support and posted, “Pray for Wainwright, everyone.”

AP reports, “Canadian Forces Base Wainwright, about 180 kilometers (112 miles) southeast of Edmonton, is one of Canada’s busiest military training bases, where soldiers prepare for combat operations. It is home to the Canadian Manoeuvre Training Centre, which conducts realistic battlefield exercises, and the 3rd Canadian Division Training Centre, which provides military training.”

The situation is ongoing, and The Gateway Pundit will continue to provide updates as the situation unfolds.
